Eliza Barter was born on 11 February 1846 at Birdlip in the parish of Cowley, Gloucestershire. She was the daughter of John Barter and Maria Barter, formerly Homer. Her father’s occupation was recorded as a blacksmith. The birth was registered on 16 March 1846 by the mother, Maria Barter, who made her mark ("X"). The registrar was R. Lawrence.

This record further documents the family's movement through Gloucestershire following James Whittaker's (alias John Barter) departure from Birmingham. At the time of this birth, the family was residing in Birdlip, a village situated on the Cotswold escarpment. The use of the surname Barter and the father's occupation as a blacksmith remain consistent with later records for this family group.
